East Asia and Pacific Multi-Country Office (EAPMCO)
The East Asia and Pacific Multi-Country Office (EAPMCO) manages and supports the UNOPS portfolio of projects across East Asia and the Pacific. EAPMCO was established in January 2023, following the merger of the Thailand Multi-Country Office, which oversaw 20 countries in North East Asia, South East Asia, and the Pacific, with the Cambodia Multi-Country Office, which covered four countries in South East Asia, including three in the Mekong Sub-region (Cambodia, Lao PDR, and Vietnam) and the Philippines. Currently, EAPMCO operates across 24 countries within North East Asia, South East Asia, and the Pacific. The head office is located in Bangkok, and the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines, and EAPMCO Cambodia.
In 2023, UNOPS EAPMCO managed projects totaling over USD 76 million. These projects spanned various sectors, including Energy Transition, Digital Transformation, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post-Conflict Reintegration, Emergency Relief, Post-COVID-19 Economic Transformation, and Health. These initiatives were implemented through services such as human resources, procurement, construction, contract management, and fund and program management.
The head office in Bangkok provides strategic direction, operational support, oversight of project delivery, and ensures the excellence of business processes and quality standards across all locations within the Multi-Country Office. It is also responsible for developing, delivering, and managing the project portfolio in the country where the MCO is located.
The EAPMCO Papua New Guinea office was established in early 2020 to support the design and construction of infrastructure, sustainable procurement, capacity development for enhancing technical and governance capabilities, program management, and to facilitate access to funding in Papua New Guinea.
Since becoming a fully established office in 2022, EAPMCO PNG has shown significant potential for growth and diversification of its project portfolio within a short timeframe. By 2023, the office has gained recognition as a responsive and high-quality partner, particularly in the areas of climate change resilient infrastructure, sustainable procurement, and governance support, aiding the Government of Papua New Guinea in fulfilling its service delivery responsibilities to the public.

UNOPS Papua New Guinea, formed under EAPMCO in early 2020, focuses on supporting infrastructure design and construction, sustainable procurement, capacity development, program management, and facilitating funding access in the country. The office has rapidly expanded and diversified its portfolio and is acknowledged as a key partner in climate-resilient infrastructure, sustainable procurement, and governance support. UNOPS in Papua New Guinea collaborates on projects to improve access to clean water, healthcare (including COVID-19 response), and sustainable energy through solar and hydropower initiatives. Numerous projects, including those in health infrastructure, sustainable procurement, climate-resilient infrastructure, and community development, are slated for completion throughout 2024.
Functional Responsibilities
Purpose and Scope of the Assignment
Reporting to the Senior Project Manager (EU – ICT and Solar Project), the ICT Senior Officer will deliver technical support for the procurement, installation, and operation of upgraded Financial Management Information Systems (FMIS)/Enterprise Resource Planning (ERP) systems for the Autonomous Bougainville Government (AGB).
Key Responsibilities Include:
- Technical Input for the Supply and Installation of ICT Equipment:
- Develop technical specifications for the procurement, delivery, and deployment of ICT systems and infrastructures (hardware and software) for the projects.
- Convert project requirements, designs, and plans into Terms of Reference (TORs) that encompass necessary services, hardware, software, and other materials.
- Support the procurement processes for ICT-related activities, including preparation of evaluation criteria, assistance in pre-bid meetings, and conducting technical evaluations.
- Inspect and verify the equipment supplied under the project.
- Oversee the setup, installation, and configuration of FMIS/ERP equipment across the 21 government offices involved in the project.
- Ensure the successful integration and functionality of enhanced FMIS/ERP systems.
- Technical Support for FMIS/ERP End-Users:
- Identify, analyze, and resolve system issues while maintaining a responsive and service-oriented approach.
- Provide solutions to end-user inquiries regarding FMIS/ERP system functionalities and issues.
- Serve as a liaison between end-users and FMIS/ERP suppliers for advanced troubleshooting and support.
- Maintain a log of serviced requests, solutions provided, and unresolved issues.
- Advise stakeholders on potential risks, issues, and impacts related to the ICT aspects of the projects.
- Monitor and evaluate the performance of installed systems, recommending necessary adjustments, upgrades, or updates.
- Training and Capacity Development:
- Identify training needs and facilitate or conduct training sessions and refreshers for end-users in the 21 government offices as needed.
- Develop and update training materials to ensure users are adequately trained on FMIS/ERP systems.
- Analysis, Monitoring, and Reporting:
- Perform regular system checks and analyze performance against scope, cost, schedule, and quality criteria.
- Prepare regular progress reports detailing activities, project achievements, and deliverables.
- Continuously update milestones and targets throughout the project’s lifespan.
- Provide regular feedback to stakeholders to ensure successful project implementation and contribute to project communications.
- Collect data for the Monitoring and Evaluation Framework and contribute to M&E reports.
- Other ICT-Related Duties:
- Perform additional duties as required, in line with the scope of services outlined above.
- ducation:
- A Master’s degree in information sciences, computer sciences, or a related discipline is required.
- A Bachelor’s degree combined with an additional two years of relevant experience may be considered as a substitute for the Master’s degree.
- Experience:
- A minimum of two years of professional experience in the IT field is required, with the amount of experience needed depending on the level of academic qualifications.
- Experience in providing systems support for ERP systems is essential.
- Experience in offering end-user support for ERP systems is highly preferred.
- Experience in user training and the development of training materials is required.
- Language Requirements:
- Fluency in both written and spoken English is required.
